Borough officers are recommending a planned new gym in Ormskirk can open 24 hours a day, seven days a week, despite noise concerns from residents in nearby homes.
PureGym’s opening soon at The Hattersley Centre at the former Poundworld.
Agents Savills wrote to the council on behalf of Hattersley Centre SARL to apply for 24 hour use of the premises at Unit 1F of the Hattersley Centre seven days a week. The unit will be shortly occupied by PureGym.
The application will be decided by councillors at the next Planning Committee meeting on Wednesday evening.
Heidi McDougall, the corporate director of place and community at the borough council has written in planning documents for the meeting:
“The main issue in relation to this application is the effect that permitting the extended opening hours on a permanent basis would have on the living conditions of the residents of neighbouring dwellings with particular reference to noise and disturbance.
“To support the application, an Environmental Noise Impact Report has been submitted to the Council. The report looked at two environmental noise impacts that are relevant at the site; – airborne noise breakout from the building and impacting on nearby noise sensitive dwellings, and – noise impact on nearby noise sensitive properties associated with the car parking facility.
“For clarity, the Environmental Noise Impact Report has identified the sensitive dwellings to the site as those on Atkinson Road (105m south west of the unit) and Old Boundary Way (85m NE of the unit).
“Tests were undertaken on the sound insulation of the external walls of the building to assess the likely noise breaking out of the building due to amplified music. It was determined that the noise breaking out of the building during the worst case late evening period, where formal class activities are expected to take place, is not expected to have a significant adverse impact on the dwellings on Atkinson Road or Old Boundary Way.”
Objections to the proposal have been received from two properties on Old Boundary Road; two properties on Burscough Road and one property on Brooklands; grounds for objection include concerns about noise and disturbance to neighbouring residential properties.
One objector from Old Boundary Way wrote:
“I wish to object to the proposal of the site being open 24 hours a day seven days per week.
“We already have Home Bargain and Iceland which are continuing to deliver and unload outside of their permitted times causing noise from lorries being left on and running and unloading of the vans.
“I object to the site being able to operate 24 hours a day due to the noise and disturbance this will cause.”
